What is the difference between a responsive website and a mobile-only website?

A responsive website is a single website that adjusts itself to fit any mobile screen. It uses the same website elements however it will automatically rearrange the components of the page and scale images based on size so that it can adapt across different devices.

A mobile website is usually developed in addition to the desktop version and it’s designed specifically for mobile devices. There is usually a reduced amount of content on a mobile site and the design is simpler and excludes features which don’t work or translate to mobile, e.g. Flash
